Dean: Since I came to B. I have also been a member of a number of different committees and boards here on the South Island. I actually led the work on the Victoria Family Court Youth Justice Committee in the capital regional district, reviewing the Truth and Reconciliation [Commission] Calls to Action.
It has gone on for far too long. My predecessor started that work before and some progress has been made. For example, we made changes to the Child, Family and Community Service Act to make sure that Indigenous communities could have more control over child welfare in their communities.
We changed the way that we work with vulnerable and expecting parents, making sure that newborns can be kept safely with families and ending what used to be called birth alerts.
D: I really appreciate the young people who stepped up and shared their stories. As you rightly mentioned, Indigenous youth are overrepresented, and unacceptably so, in the child welfare system.
In fact, the increased flexibility and the emergency measures that have been taken during COVID have actually resulted in more Indigenous youth being able to take advantage of those programs.
At the end of the day, what we need to do is create a whole system that is responsive to the needs of youth as they mature and as they head towards adulthood.
Our commitment is to create a whole system. They need to be culturally safe and trauma-informed. So there has been ongoing work to make sure that all frontline staff do have cultural competence.
That is something that obviously will need to continue because we are building relationships with Indigenous families. We have increased expectations of frontline staff and for them to be working in partnership and to be supporting self-determination and family preservation.
Those expectations are there. We will continue to provide the support and resources that staff need. D: To Indigenous youth who are in care, I would say please find that trusted adult.
We have some wonderful frontline staff and some wonderful resources. So, build on that relationship with one trusted adult, and please trust MCFD staff that are there doing their best to serve.

OTTAWA — Rear Admiral Craig Baines is being tapped as the Royal Canadian Navy's new commander. Outgoing chief of the defence staff Gen.
Jonathan Vance announced the appointment Tuesday, with Baines set to replace current navy commander Vice-Admiral Art McDonald. McDonald will take over command of the entirety of the Canadian Armed Forces from Vance during a ceremony next week.
Baines has served as commander of the navy's Atlantic fleet since and provided regular updates following the crash of the Cyclone helicopter known as Stalker 22 last spring.

The Constitution requires Congress to meet and count the electoral votes. If there is a tie, then the House decides the presidency, with each congressional delegation having one vote.
HOW DOES THE SESSION UNFOLD? The two chambers meet together midday to count the votes. Pence is expected to preside, but if the vice-president cannot be there, there is precedent for the Senate pro tempore, or the longest-serving senator in the majority party, to lead the session.
Chuck Grassley, R-Iowa. The presiding officer opens and presents the certificates of the electoral votes in alphabetical order of the states.
The appointed "tellers" from the House and Senate, members of both parties, then read each certificate out loud and record and count the votes.
At the end, the presiding officer announces who has won the majority of votes for both president and vice-president.
But the presiding officer will not hear the objection unless it is in writing and signed by both a member of the House and a member of the Senate.
If there is such a request, then the joint session suspends and the House and Senate go into separate sessions to consider it for up to two hours.
For the objection to be sustained, both chambers must agree to it by a simple majority vote. If they do not both agree, the original electoral votes are counted with no changes.
This process repeats each time there is an objection, and could go all night and into Thursday. The last time such an objection was considered was , when Rep.
Stephanie Tubbs Jones of Ohio and Sen. Both the House and Senate debated the objection and easily rejected it. It was only the second time such a vote had occurred.
WHO IS EXPECTED TO OBJECT? None of the members has presented detailed evidence and few of them have called into question the elections of congressional lawmakers who won election on the same ballots.
The House Republicans, led by Ohio Rep. Jim Jordan and Alabama Rep. Mo Brooks, have said they plan to object to the results from Arizona, Georgia, Michigan, Nevada, Pennsylvania and Wisconsin.
In the Senate, Missouri Sen. Josh Hawley was the first to say he would join with the House Republicans to object to the Pennsylvania results.
On Saturday, Sen. Ted Cruz of Texas announced a coalition of 11 additional senators who vowed to vote against state electors on Wednesday unless Congress appoints an electoral commission to immediately conduct an audit of the election results.
Hawley and Cruz are both among potential presidential contenders. Kelly Loeffler, R-Ga. It is unclear if senators will join with the House Republicans on all six states.
